James Sasser serves as Strategic Advisor to GovStrive (where he previously served as President), as well as Strategic Advisor to the CEO of TBI Federal. In these roles, he provides senior-level guidance on enterprise strategy, federal market expansion, organizational growth, and long-term economic development initiatives. With more than two decades of experience in federal consulting and organizational transformation, James plays a key role in shaping the growth, competitiveness, and sustainability of the Tunica-Biloxi Tribe’s expanding federal contracting enterprises.
James began his career with Deloitte, leading large-scale transformation initiatives focused on business process improvement, shared services optimization, operational performance, and workforce effectiveness. In 2013, he founded GovStrive, a federal workforce solutions firm recognized for its innovation in human resources operations, workforce analytics, and mission support services. Under his leadership as President, GovStrive grew into a trusted partner for federal agencies and ultimately became a subsidiary within the Tunica-Biloxi Tribe’s expanding economic enterprise portfolio.
As Strategic Advisor, James supports executive leadership across both GovStrive and TBI Federal, helping translate strategic vision into scalable, high-performing federal enterprises. His efforts focus on market expansion, organizational growth, and the development of innovative strategies that strengthen the Tribe’s position in federal consulting, workforce solutions, and mission-critical support services. He also advises on growth initiatives for emerging SBA 8(a) companies and federal services subsidiaries within the Tunica-Biloxi economic ecosystem.
James’ work is central to advancing GovStrive’s and the Tunica-Biloxi Tribe of Louisiana’s goals of economic diversification, sovereignty, job creation, and long-term financial resilience. Through strategic planning, market positioning, and business development guidance, he helps ensure that the Tribe’s federal enterprises remain competitive, sustainable, and positioned for continued growth.
James holds a Bachelor of Science in Business from the University of South Florida and an MBA from Auburn University.
